Moreover, the Committee cannot but view

with suspicion & proposed export of such magnitude as the consignment

now in question to a country which cannot, in their opinion,

legitimately require so large a quantity at one time for their

consumption.

In these circumstances, the Committee desire me to suggest that,

subject to Mr. Bonar Law's concurrence, the Governor of Hong Kong

should be advised that the export of the 1000 tons in question

cannot be allowed, and that, at the same time an intimation should

be conveyed to him to the effect that the re-export of straite

Tin from Hong Kong cannot be permitted except in the case of

consignments forwarded, under licence from the Committee, from

Singapore for shipment to some neutral or allied destination.
